Scarlet Pointe was the last of the five hollows to be annexed by Roach City. After the end of World War I, famed pilot Devon Scarlet was awarded the contract for construction of Roach City's first major airport. A 5 square mile portion of land west of Nohaven was set aside for the project in an area known as "The Point". Prior to the Uprising of 1921, The Point was a wooded area used as a hideout for escaped slaves. Over time, many shacks and cabins cropped up in the area housing jazz and blues clubs, anti-prohibition booze bars, poker rooms, and make-shift gambling houses. By 1930, Scarlet Pointe Airport had been completed and due to the new found convenience of air travel to Roach City, the small bars and gambling houses began to thrive. Almost overnight, new establishments began to pop up all around the airport. Everyone from the mafia, to legitimate businessmen, to "Mom & Pop" establishments scrambled to get in on the action. In 1937, Roach City granted Scarlet Pointe status as the fifth Hollow of Roach City as it continued to grow at an unprecedented rate. Scarlet Pointe quickly created a name for itself as the place where no vice goes unserved. Providing a horse track, adult movie houses, sex shops, strip joints, casinos, poker rooms, and more, the hollow made sure to earn that reputation. Accusations of police corruption, a problem throughout the whole of Roach City, are especially prevalent in Scarlet Pointe. Many businesses, though technically illegal, openly advertise their services without incident. From underground fight clubs, to cockfighting, to prostitution, to drugs... "no vice goes unserved". Throughout its existence, violent crime has haunted the hollow with robbery and murder rates rising far above normal standards. Most notable of late is the string of serial murders that began in 2007. Dubbed the Scarlet Stalker by the Roach City Chronicle, the daring killer claimed at least one victim a month until late 2009. Though no one has been apprehended for these crimes, after 29 victims the pattern has apparently come to an end. Though, technically, Scarlet Pointe has a population of 800,000 people, it is estimated that around 1.5 million people can be found within its borders at any given time.
