Highborne, in the wake of the abolition of slavery, was founded by Jasper Crowne in an effort to have a "clean" area of Roach City to live in. Originally a completely segregated community with a no tolerance border, it became home to politicians, wealthy businessmen, and people of social influence. Though it had to lift its ban on racial diversity, Highborne's discriminatory reputation remains intact. Highborne caters to the wealthiest of Roach City's citizens with its sprawling estates and commercial districts that supports only 5 star dining and upscale boutiques. Highborne contains the city's largest park located on pristinely manicured rolling hills. The northern coastline serves as host to 3 beaches, 2 of which are exclusive to residents only. Resting along the northeast corner lives a thriving tourist area located on Patina Beach, aptly named for the discolored sand resulting from years of runoff from a copper smelting plant at the mouth of the Purify River. Along the eastern riverfront of Highborne, industrial manufacturing is a particular thorn in the hollow's side. Forced to allow the zoning in accordance with it's Annexation Constitution, a strip of commercial zoning was strategically placed around the industrial sector to help cover the eyesore to the residents of Highborne.
