Nohaven, the political and financial hub of the Commonwealth, has been the most populated hollow of Roach City since the early 19th century. Nohaven has long since been known as a society of extremes, serving as home to a number of the country's most successful commercial enterprises as well as a majority of Roach City's most impoverished citizens. To that same end, its status as the most politically charged of the five hollows hasn't prevented its trend of abysmal voter turnout. Extremes can be witnessed within Nohaven's vast architecture as well. Legislative buildings for both Roach City and the Commonwealth of Roach City are nestled amongst modern skyscrapers as well as the centuries old brick tenements of Nohaven's downtown area. Boasting nearly 3 million residents of varying ethnic backgrounds, Nohaven is rich in cultural diversity. However, the most diverse of the hollows also appears to be the most intolerant, posting a much higher rate of racially motivated crime than its neighbors. Throughout its history, Nohaven has been plagued with a crime rate three times the national average. With a promise of change, Lucius Dedman was awarded the chair of Lead Councilman in 2002. Since that time, the rate of drug related crimes as well as white collar and violent crimes have risen steadily. Despite this fact, many multi-million dollar businesses continue to embed offices in the heart of Roach City, and the population continues to grow with each passing year.
